Capitol Briefs: Rule to protect Tulsa's watershed passed By Wire Reports 8/24/2007; The Agriculture Board on Thursday passed an emergency rule intended to protect the Eucha-Spavinaw watershed, Tulsa's chief water supply. The board adopted the rule 4-0 with member David Holcombe of Jay abstaining. Rep. Dan Sullivan, R-Tulsa, said the rule is needed to ensure that a federal court decision is written into state law.

Rep. Dan Sullivan, R-Tulsa, said the rule is needed to ensure that a federal court decision is written into state law.
The federal court, acting in a lawsuit by the city of Tulsa against poultry companies, approved a settlement to limit the amount of phosphorus from chicken litter that can be spread in the watershed.
But the court decision was due to expire, Sullivan said.
The Agriculture Board now will start the process of making the emergency rule permanent.
