SILOAM SPRINGS — By early November, the Environmental Protection Agency will mandate that nutrient management plans be included when concentrated animal-feeding operations — such as large beef, pork and poultry farms — apply for permits. 

The nutrient management plans should help reduce agricultural runoff into streams and rivers, but the move is not without controversy.

The state of Oklahoma's bid for an injunction to halt the spread of poultry manure inside the Illinois River Watershed has been denied by a federal judge in Tulsa. 



Judge Gregory K. Frizzell of the Northern District of Oklahoma, issued a ruling Monday that the state had not met its burden of proof that bacteria in the waters of the Northeastern Oklahoma watershed are caused by the application of poultry litter rather than by other sources.

MILWAUKEE (AP) — The nation's chicken producers faced more bad news Thursday as Russia said that 19 U.S. poultry producers will be barred from exporting their products there, a move that would deprive them access to a key market. 

Meat producers are already grappling with high costs for grain and fuel and an oversupply of meat that is keeping prices down. They're focusing on exports, which are seen as key to offsetting domestic weakness, and they're benefiting because of the weak U.S. dollar.
